Of course, this will attract a lot of nearby creatures so try to focus on the flying Pokemon you want to encounter and avoid the rest. Whistling at them will get their attention, causing them to fly down toward you so you can attack. Some will fly away if they see you moving close though, so try to stay stationary if that happens often. Let them get close before going in for the attack. Repeat this enough and you’ll be a master.
