Go northeast from this Pokemon Center and climb up the mountainous area here, near the ruins. As you reach the top, you can pick up a Leech Life TM from near the tree. If you look down to the east, you should see North Province (Area Two) Pokemon Center.
As you approach the base, Cassiopeia will call and Clive will arrive. Pick up the Timer Ball on the right before heading straight for the base. Eri will be outside, talking to Clive as you arrive. However, a Team Star Grunt will arrive, so you won't need to tackle Eri just yet.

When that battle is over, the Team Star Grunt will go inside and let everyone know you're about to infiltrate the base. So, it's time to organise your Pokemon party, putting the recommended Pokemon types at the top 3 slots ready for the Star Barrage.
You’ll need to defeat up to 30 Pokemon in 10 minutes during a Star Barrage. The idea is to choose 3 Pokemon that the Star Crew's Pokemon type will be weak to, so for this one, you'll want Flying-type Pokemon. As the time starters, you'll want to Press R to send out your three Pokemon and have them battle at the same time.
Clive will be there to heal them up, and we recommend doing this often, particularly if you lose any Pokemon. You can also use the vending machines scattered around to refresh your Pokemon. If you lose all 3, you lose the challenge and will have to start again. You'll also get a hint as to the Pokemon types you should be using if this happens.
